It is just passing along an encoded AC-3 stream for the downstream device to decode. If the downstream device (whether TV or receiver) can’t then decode the AC-3 stream, then the result is no audio. I’m thinking that your TV can’t decode AC-3 from HDMI (but I could easily be wrong).

Problem solved. I downloaded AC3Filter and installed the 64 bit version. Then I went to Settings-Options-Audio-Codec and selected AC3Filter as the AC3 codec. Works great. Thanks Mack963 for the suggestion but it appears ProgDVB was able to retrieve the PID and set them to AC3 without any help as they were already correct.
