I solved the audio cut out stuttering problem by using an older HDMI driver. That's version 10.0.1.07. Included in Radeon ™ Software Adrenalin Edition 18.10.1 It is located in the package \ drivers \ audio \ hdmi \ WT64A folder. https://www.amd.com/en/support/kb/release-notes/rn-rad-win-18-10-1 Please overwrite the driver via manual update.

Uninstalling Radeon drivers removes all DPC latency / ISR execution time (but no HDMI sound). No other driver seems to be at fault from manually disabling them all and testing. Additionally, sound out directly through USB to USB headphones had no issue. 19.7.1 did not fix the issue. Older than 19.7.1 do not recognize 5700.

Leave the profiles as your game profile and instead, create a separate profile with the clocks you want for hdmi audio. Then you set that profile up with a shortcut key. Whenever you run the "app" that you've setup in RTSS, it will enable hw acceleration. At this point you hit your shortcut keys and your specific clocks get enabled. Oct 19, 2016 #5
