It states that alsa (aplay) is configured to send its output to pulseaudio (which is your sound server) by default. When your sound server is not running you will not be able to hear a sound as you have observed. See also "PulseAudio Removal"section to detach it from alsa. I hope this helps. Applications such as the browser do not play audio to the speakers, but running aplay somefile does. When opening the sound settings menu a I see no audio devices. I also noticed that when that happens, pulseaudio isn't running. If I run it, I sometimes get a "Dummy Device" in the audio settings, but still no sound is playing.

If pulseaudio is running, the aplay fails silently. If pulseaudio is not running, it fails with an error 2, unable to open file. Most sound apps don't seem to allow low level specification of the sound hardware, so I can't get any sound at all except through aplay.
