after looking at the arch wiki page for pulse audio troubleshooting i learned that i can run: `pulseaudio -k ; pulseaudio --start`. and it would also kind of fix the sound similar to using kde's settings. i tried deleting the ~/.config/pulse folder since i didn't have anything special there and it didn't fix the problem.
