If your problem is with audio on just Fox Business Channel, is it also broadcast in SD (Standard Def)? If so, see if the audio has drop-outs there. It's possible your ATT local office is placing a defective feed onto the fiber, or in general, there is some issue upstream of your equipment. I suppose you could try power-cycling the Set Top Box.

Cable TV picture cuts out for 2-3 seconds. I'm having a problem with my U-Verse TV. The picture (but not audio) cuts out for 2-3 seconds. This happens anywhere between once per hour to multiple times per minute. My setup is the U-Verse box --> Onkyo TX-SR606 AV receiver --> Vizio display. All connections are high-speed HDMI.

The ATT U-Verse audio cut-out is a well known problem. The prevailing theory is that it has something to do with the way the U-Verse was grounded to your house. If they grounded it to the box you might want to see about grounding it to a grounding rod. ATT refuses to aknowledge the issue (surprise).
