Things will still play back faster but it will try to preserve the original pitch. You mean play back slower, since we're slowing it down from 25p to 23.976p. You just change playback speed to 23.97/25*100%. Unfortunately ae doesn't seem to have the preserve pitch option for audio.

DVD video is 25 FPS and the blu-ray is 23.976 FPS. DVD audio is higher pitch. When converting to 29.97 NTSC via ffmpeg or 23.976 NTSC with Handbrake, the runtime stays the same. When converting from 25 FPS to 23.97 FPS, the runtime should go from 2hr 28min to 2hr 34min because PAL is sped up 4%.

I suggest you master at 23.98. You usually get better results letting premiere drop frames from the 25 footage rather than forcing it to generate new frames in the 23.98. You could interpret the footage to a different frame rate both directions but this will massively complicate your audio sync issues so probably not worth it.
