These are the steps I took for Android 10... Go to Apps & notifications. Click See all xxx apps. Top right click the ellipses (3 vertical dots) Click Show system. Find Audio effects and click it. Hit Storage and cache and clear storage then Clear cache. Hit back button then Disable. Reboot phone. Go back to same place and re-enable it if you like. So far so good.
