So Handbrake just uses the DRC information which might be present in an AC3 audio stream, only if you crank up the DRC value, I assume it applies it more enthusiastically. I don't even know how AC3 DRC works exactly, or how it'd compare to applying compression "manually" when encoding.

No, also DRC serves no function 'unless' the source audio is AC3. If you don't mind an additional stage, I'd recommend using EAC3To audio encoder tool, rather than Handbrake, to encode the secondary AAC (or even a main AC3) soundtrack. Handbrake can't encode from DTSHD (it encodes using the lossy DTS core).

On a system that doesn't use some form of DRC, when you set the volume so you can hear the softest sounds, the loudest sound can be really really loud.
