Could it be that you ask for 22000 Hz when it should be 22050 Hz? Sound cards tend to support only sample rate multiples of 44100 and 48000 Hz. You should also check that your sound card support 22050 Hz, not all sound card's does.

You may need to go to the sound settings in control panel (in windows) and make sure that your audio devices are set to use your desired sample rate there.
