DVD I go basically at -1 -2 as loud as it can be. When its being put through the DVD authoring process The levels should be fine when converted to -10dB consumer standard. And then it should be nice and loud for the viewer. The rule we use is whoever is loudest WINS!!!! on TV these levels could be wrong but that what I use with no problems.

Keep in mind, whatever you edit at, the audio gets compressed one more time as it becomes DVD compliant audio. I use -12dBfs as my edit reference BUT when I send to Compressor (on the Mac), the preset I use encodes for -31dBfs and sounds very similar in overall volume to commercial DVDs (I should note that I use AC3 exclusively for DVD audio).

The audio levels in this sound ok, even a bit loud. From here, I open the uncompressed QT movie in Compressor and select the Apple DVD Best Quality 90 minute pre-set. I adjusted dialog normalization to -31, as suggested by Eric. Compress then import into DVD Studio Pro....where it sounds quite lower when I play the track in DVDSP.
