If you measure a voltage ratio of 3.15:2.3 then the implied impedance ratio is (3.15/2.3)^2 = 1.88:1 (The impedance ratio is the square of the voltage ratio). If the output impedance is known to be 4 ohms then the input impedance would have to be 1.88*4 = 7.52 ohms to get that voltage. An output transformer with that primary impedance is very unlikely.
