The issue that I am having is that both mic inputs on the presonus audiobox usb that I am using sounds awful while in use and on playback. It's like a white noise static sound that I hear. It's both inputs doing it. Plugins sound nice and clear coming from the daw, like ezdrummer. I have ruled out the mic, cable, headphones, usb, and my soundcard.

The 1 kHz whine is coming from the 1 ms frame rate of the USB signal, by the way. It can get into the audio several different ways, though other than the things you've tried (breaking ground loops, using USB hubs), I think any fix would require modification of the circuit board. @DavidLitke yes, balanced cables will improve ground loop problems
