The mini ITX motherboards all seem to have an LGA 1151 socket. So the best you can do is something like a 35W i3-8100T which has a configurable TDP down of 25W. SuperMicro BGA1356 motherboards currently are available only with 7th generation U-series CPUs.

In reality, this case is NOT a small enclosure although touted as a mini tower for ITX and MATX motherboards. What it does offer is easier building, lots of cooling perforations along with a somewhat decent front view. For cooling the Phenom CPU, a Noctura NH-L12 solution will be used.

Mobos generate noise chiefly through the power supply but also RF/EMI interference from the CPU and RAM. To reduce noise, a clean, high quality external power supply can be used (as Marcin pointed out) e.g. via a dedicated 12v DC connector as in thin mini-ITX mobos or a 4-pin 12v DC connector as in some server mobos like Supermicro.
