I have seen this happen before with an Audiosurf 2 update from the past. As far as the Graphics Level setting, I set it to Ultra and it has stayed at that setting even after exiting and restarting the game. Other issues that are happening with the recent update are that the Steam Overlay is not working at all with the game.
