Thank you Florian, I am uncertain if my gstreamer installation is valid if I can't get this basic pipeline to work. This is because I used to be working on Ubuntu 16.04 with a more complicated pipeline which works perfectly fine. The reason why you can't access a pulseaudio sink from an upstart job is because pulseaudio is not yet running. Per default pulseaudio is (and should be) started from a user session. Therefore you have no issues from running after login.
