Yes, you need a 5.1 monitor controller. You don't need Dolby-branded hardware or software to work in 5.1. You do need bass management across all (5) satellite channels. Avid reorders smpte order of tracks to film order under some circumstances (audio mixdowns was one). I recommend modifying the mixdown clip and making it film order as a workaround before exporting. A number of my clients (in fact all of them) have been requesting 5.1 audio files come to them in SMPTE format layout. L R C Lfe Ls Rs Please Avid. Make this a user preference!!!! It's very time consuming to have to create 7 new mono audio tracks and then reorder the tracks every time we have to deliver stems.

My experience is that 5.1 in avid is messed up. If you modify the clip to be 'film' order then I think you'll find it will come out in 'smpte' order. Beware doing audio mixdowns with a mixture of 5.1 and stereo / mono sources as you'll probably find the tracks reordered in ways that are not predictable. Any 5.1 mixdown will be set to 'film' order too.
