I've never experienced that, but maybe (like me) you may want to check the sampling rate your windows is using when on youtube or running any music player for that matter, etc. If you use 44.1k for Reaper and windows changes to 48k whenever you watch something, that may cause these pops and (other problems like I'm having).

Avid reads the sample rate off the tape, so if this is offline/online, it will change your Audio Project sample rate to match the audio it’s capturing for each tape. Either way, it won’t matter quality wise. Once it’s recorded at 32kHz, converting it to 48 won’t improve the quality.
