BROADCAST AUDIO LEVELS - Apple Community

    https://discussions.apple.com/thread/594942
Audio for broadcast should never peak over -6db and average signal level should be -12db. This means that your dialog and normal music levels should peak at -12db, while the loudest transients and sound effects should not exceed -6db. Mix the track in FCP or your audio editor to average at -12db, then add a limiter to prevent anything peaking ...

April 8, 2010 at 3:55 pm. The correct level is whatever the broadcaster says it is. Usually the peak is around -6 or -3 but we delivered to one European network that required the peak to be -16 with the entire show normaled at -20. Isn't one of the problems that there is no real standard for monitoring sound (well... what about decibels). FCP's audio level monitor needs to be translated into what your output medium needs. For an upcoming project to be aired on PBS, we're told the rules are -12 (FCP scale) for all audio, -27 for music under voices. Reply Quote ClayC

In this PBS spec, the optimal average loudness is -24dB LKFS, but there is an acceptable loudness range (LRA) above and below +/-2 LU (“Loudness Units”). Basically that means your average loudness measurement can fall on or between -26dB LKFS and -22dB LKFS, but ideally you want to mix to hit at -24dB LKFS.
