Probably the cables running from the sound card to the front panel jack aren't shielded, and you're picking up interference. I had the same problem with my old sound card, and never bothered to try the front jack again. The same problem is often apparent with onboard sound's back panel jacks and laptop jacks.

I recently built a PC using a Fractal Design Define S. I am experiencing a lot of static noise when plugging headphones into the front panel audio connector. From the research I've done, this seems to be a fairly common issue with a lot of cases. It apparently has to do with poor or no EMI shielding on the HD audio cable that runs from the panel to the motherboard.

Whenever you use front-panel audio jacks, you always introduce another element in the mix that can screw up your signal path. It doesn't matter how nice your case is (Antec 900 is a great case btw), you always risk introducing noise to your clean audio signal. It's good practice to NOT use front panel jacks in general.

Either your front panel jack is messed up (have you tried cleaning it?), or you're getting some line interference on it, maybe because it is running between power cords inside the case? You could try a ground loop noise isolator to clean up the signal.
