No need to remove aRts. Try opening the Control Center>Sound System>Hardware>Select the audio device and set it to ALSA. Then run alsaconf to make sure ALSA is using the correct hardware. If that doesn't work try setting the time arts sits idle to "Auto-suspend if idle after">I use 60 seconds with no problems.
linux - No sound on fresh install of Debian - Unix & Linux ...

On Debian 9 and i3/LXQT I installed the packages alsa-firmware-loaders, alsamixergui, alsaplayer-oss, alsa-utils, alsa-tools and alsa-tools-gui, but this was probably overkill. Then I just used alsamixergui to turn on the Master Volume (make also sure that the speaker icons above it are 'turned on', if you see them) and the appropriate speakers.

https://lists.debian.org/debian-user/2008/09/msg01696.html
The following is a record of a problem we had here with a debian Etch Security Update that we performed on 26 Aug. 2008. It has now been resolved.
