i've tried everything i could find to fix the issue, i've used galaxy audio with direct sound both enabled and disabled, turned off amd cool & quiet, used both opengl renderers along with dx9, also tried installing and using the dx10 renderer, enabled v-sync on all aplicable renderers as well as capped fps at 60 on all of the above, played with the audio latency going as high as 100ms …

Dialogue getting cut off? Everytime there's a conversation, a person's line will get cut off before they get the chance to finish and will automatically move to the next person's line.
