After spending another 2 hours configuring it to what I thought was the fastest settings that were possible and using a frame skip of 2, it finally became playable. My only gripe is that when it runs below 100% speed, even by a little bit (say, at 99% or 98%), my audio starts chopping periodically and the game stutters a little bit.

If you're still getting issues, try downloading the Dolphin team's DSP LLE engine. Find the folder where you installed Dolphin, and put these two .BIN files in Sys/GC. Once they're in place, set Dolphin's DSP engine to LLE. It takes additional CPU power to run, as it's more accurate than HLE, but it shouldclear up audio distortion in most cases. 5
