Just to make sure that any frequencies > 4 Hz don't fold back (due to roll off of low pass filter in Audacity) it is better if FIRST you pass your data through a lowpass filter (bandwidth 4khz) and THEN do the downsampling as suggested here. The problem with using an Arduino to do this is that there is not enough memory to store the audio file to be converted unless it is very very short. ( about a quarter of a second ).
