I decided that it would be easiest to check if the Dreamcast is working to solder a wire to the composite pin (13) and a wire to the audio pins (2 & 3). Now when I power up the console it doesn't give a video signal and it will not output any sound.

It's likely that there's nothing wrong with the RF connector, it's just that it doesn't use all of the output from the Dreamcast AV slot. That it only has the pins that it needs to use the composite video and audio output is an indication that it's cheap, not necessarily broken.

I’m pretty sure that switch is controlling the input to the power supply board. The transformers could have been overworked trying to compensate for the sag in the line current.

Check that your cables are fit very snuggly into the console: mine wouldn't work until they were all the way in. You might have to use some force.
