Ps3 cannot send hd audio as bitstream at all, but it can decode all audio formats internally and output uncompressed (linear pcm). So to get hd audio from ps3 you just need an amp capable of accepting linear pcm over hdmi. Apparently it's a hardware limitation and the ps3 will never output hd audio as bitstream.

The hdmi chip on the PS3 cannot bitstream the new high def codecs like TrueHD and DTS-HD/MA. You have to have to PS3 decode it internally and while it still cannot do DTS-HD/MA a firmware update for it is coming.
