In DVDStyler you have an option to normalize the audio which can bring up the volume. But be careful. This option uses the ReplayGain algorithm and it has no protection against clipping. There is also an interesting difference in the DVD standard between PAL and NTSC. For PAL it is compliant to just have one MP2 audio track.
