In the Midi Settings (F10), make sure that the input (M-Audio Axiom 25) is enabled for your controller. On the bottom left of the input box there should be an enable button. Highlight the controller, and make sure that the enable button is lit up orange.

If you go to the main M-audio drivers page and choose Legacy -> Enigma you should find that an actual Enigma.Exe file is available, but only for certain operating systems. There is an "Enigma_Ver_1.2.exe" available for e.g. Vista 32bit and several of the XP options, but doesn't seem to be anything for any of the Windows x64 OS.
