Pulseaudio won't allow root to connect, since the pulseaudio server is usually started by the user (and not root). You can solve it by creating a systemd/User service (replacing multi-user.target with default.target in the copied fluidsynth.service ).

You can use fluidsynth as well as timidity with pulseaudio you just have to configure them correctly (I personally use fluidsynth since it has native pulseaudio support). The problem here is that your timidity service is started as root and blocks your soundcard and pulse from accessing it. Disable and stop the timidity systemd service.
