I guess the S3, and the S2 are using SBC for mpeg which re-encodes the stream. The mpeg section is turned off in audio.conf but turning it on and SBC off prevents the headphones from connecting, so I'm guessing that samsungs stack or their version of liba2dp.so doesn't support it.
