There is a simple answer to this, emu sound cards are professional sound cards for professional audio applications. Games are not such. Simply the e-mu doesn't support this particular game's way of using audio. Or vica versa gta doesn't support your sound card. I myself have an e-mu 1212m card and it too doesn't work with some games, gta iv for one.

Open up your gta_sa directory folder and go to the audio folder - > streams -> replace/paste all files there. After that go to the gta_sa.exe in the gta sa directory folder and do right click and go to Properties - > Compability -> Check Run this program in and choose Windows 8 -> Check run as administrator as well and hit apply .
