Based on the recipe the package alsa-plugins-pulseaudio-conf is generated if "pulseaudio" is in the alsa-plugins PACKAGECONFIG. By default that happens if your DISTRO_FEATURES includes "pulseaudio". So check your DISTRO_FEATURES, ensure "pulseaudio" is in there (and make sure you don't modify the alsa-plugins PACKAGECONFIG in a bad way).

I use this laptop on the desk during the day and to feed movies to the TV via HDMI in the evenings. Last year I set up 11.4 (KDE 4.7.4) as described here and it worked well for seven months. Then I did an update and then moved to KDE 4.8.00. Pavucontrol would no longer load. I could no longer reroute sound to the HDMI cable. Here's a post made then.
