Try DVD2SVCD. It's free and despite the name, it can do AVI to DVD encoding. If it can open your AVI file, it should be able to let you select which audio stream you want. It's also possible to use Virtual Dub Mod to open your AVI file and open the audio streams and save a new copy with only the audio stream you want.
