This is the method I normally use. Select an audio clip, hit 'G' and set to normalize all peaks to 0. Of course now that I have that workflow, some other unknown is messing with it. Now I have all of my audio set to peak at 0 but instead of doing that, it peaks around -8. If I set to peak at +8, it peaks around -5. Set it to +9 and it peaks close to 0.
