The only legal reason to do the Mod on the 718 is to operate on the 60M band. The IC-718 already goes beyond the band edges for MARS ops on some of the Amateur Bands. The two other reasons I can see the Mod being used is for sailors on boats for use the HF marine bands and to use the 718 on the CB bands.
