Single Click on the ac3 file in the ifoedit screen. The delay should now be active. Basically, because you can add multiple audio streams, you need to pick the one to delay. If you need more than 30ms delay (like 80ms), use Ac3 Delay Corrector to get you less than 30 and then use ifoedit to do the last bit.

Replacing the delayaudio value of -0.128 with your out of sync value, converted to a fraction of 1000 (1000 ms = 1 sec), EG. -128 becomes -0.128, -64 becomes -0.064. If you're not sure about this simply divide your value by 1000, EG. 64 / 1000 = 0.064. Hope this helps.
