The dos box running LAME showed V3.97 as the version, which is what I expected to see. The bit rates are consistent with the v0 flag, so to me, it looks like EAC uses the version of LAME installed in its directory (or possibly via the path if it is somewhere else), even if "LAME MP3 Encoder" is selected, rather than "User Defined Encoder".
