[all variants] Mencoder audio delay [Archive] - Ubuntu …
https://ubuntuforums.org/archive/index.php/t-1058631.html
EDIT 2: On closer inspection, adding -noskip makes the audio sync up in mplayer, but when I try to play the movie in Totem (and probably other players), I get the reverse problem, audio that once lagged behind now plays prematurely.

https://linux.die.net/man/1/mencoder
-delay
audio delay in seconds (positive or negative float value) Negative values delay the audio, and positive values delay the video. Note that this is the exact opposite of the -audio-delay MEncoder option. NOTE: When used with MEncoder, this is not guaranteed to work correctly with -ovc copy; use -audio-delay instead. -ignore-start

MENCODER skips frames when dealing with MPEG-2 audio ...
https://forum.videohelp.com/threads/269324-MENCODER-skips-frames-when-dealing-with-MPEG-2-audio
Basically PAL DVD compliant MPEG-2 streams are encoded with audio codec mp2 (MPEG 1 - Layer 2), this is the standard, but mencoder cannot handle it without glitches, it skips 5-6 frames at the beginning and this causes the whole audio stream of the conversion will have positive or negative latency and this causes a/v desync.

MEncoder will also allow you to transcode the stream dump into something more useful, like XviD. Example: To transcode a dump to XviD 800kbps video and MP3 128kbps audio, type: $ mencoder -forceidx -vf scale=640:-2 -ovc xvid -xvidencopts bitrate=800 -oac mp3lame -lameopts cbr:br=128 stream.ts -o output.avi

That is, when I play the result with "mplayer -delay 0.15 test.avi", everything's ok. The (simplified) command is: $ mencoder -vf yadif=1,harddup -ovc lavc -lavcopts vcodec=mpeg4:keyint=132:threads=2:vbitrate=1000 -fps 50 -ofps 50 -oac copy -dvd-device . dvd://1 -aid 0 -o test.avi -endpos 0:2:0.
