Tonight, I re-installed the software for the tape recorder intending to transfer an audio file. Unfortunately, my computer running Windows 8.1 apparently no longer has the IMA ADPCM codec anymore because I was able to transfer files from the tape recorder to my PC a while back; but not anymore. Natively, the Windows Mobile Windows Media Player does not recognize this format. The standard response to this problem in other forums has been, "don't use Windows Media Player, use a third party player like Core Player (TCPMP)." I'd rather get Windows Media player working fully rather than simply abandoning it for this lack of single codec.
