I have already tried everything in the Microsoft troubleshooting link you posted with no success. If I plug the headphones into the audio jack directly on the Surface they work. It's only when the surface is in the dock and the headphones are plugged into the jack on the dock that they don't work. I'm thinking the dock was defective from the start.
