I don't know how mplayer works, but I can tell you what normalization usually means... It means that the volume is adjusted so the peaks are set to the digital maximum (i.e. 100%). In other words, it sets the volume as high as possible without (digital) clipping.

I then ran wavegain against these wav files, to normalize the audio level: wavegain --radio --apply *.wav This rewrote each .wav file, adjusting the audio levels.
