Just to post an update. I've tried many different ROMs over the past few months and have experienced audio delay above and beyond standard android audio latency in all of them, keeping current with the google play Mupen releases. I've also been trying n64oid on all said ROMs and found the audio delay to be almost nonexistent compared to Mupen.

It tries to keep the buffer size between 20ms and 300ms, so that if there is a hiccup, there should be a 20ms buffer that can keep playing, to try and avoid pops. Increasing that value may help, but it would also increase the audio delay (the audio plays slightly late). In mupen64plus-ae, audio stretching is used to try and avoid these issues.

mupen64plus_audio = "0" Mupen64 will now default to using the SDL audio plugin. This will allow save states to work properly and the volume is set to a much more reasonable level. EDIT: finally figured out how to solve the subscreen delay (long black screen when pressing start button). The solution is to use a cheat code that will prevent the delay. The code can be found here for your specific ROM version/region. I have only used it on base mupen64plus emus, haven't tried the libreto.
