Your workflow is wrong. You just don't normalize audio with After Effects. Instead either do it with an audio editor, like Audition (which seems suitable to match clips in timeline, just use the normalize effect and maybe a compressor if the dynamic is too great). Finally apply loudness normalization with your video editor.

After reading quite a bit about the importance of loudness normalization for video, especially those intended for broadcast, I've been researching the best way to do this. So far, Adobe Audition CC has a loudness radar, but I can't seem to find any resource on how to export audio from AE as one file in order to do that.
