Have you thought of using it with the CHU audio (127.127.7.x) or WWV audio (127.127.36.x) drivers? If you can get one of them going, you can have good time while working out the rest of the issues. Should you need to recompile ntpd in order to use them, I think the ./configure flags will include "--enable-WWV --enable-CHU --enable-AUDIO-CHU".
