Haven't really responded to this thread in ages, but I solved my audio issues in Oblivion and other games by disabling fast boot in Windows 10's power options. For some reason it caused some sort of gradual audio degradation across all audio for both the OS, games, and other programs.

Re: Oblivion Audio Problem I fiddle with them to make the voices audible - at defaults you cant hear any voices - but I currently play the game with the music set to very low - as midi appears to come through and with effects / voice, etc very high.
