No, the issue is lag. It's to do with Oblivion's crappy lack of ability to handle its sound files. There are tons of fighting related sound effects, and every time I go into combat with at least one person they start f'in up. This is most likely due to lag, my sound card is fine I tested it with Unreal Tournament 3.
