I'm not sure exactly what you mean by "over modulation". That's a term used in the analog world, but what it sounds like you're suffering from is digital distortion (aka "clipping"). Unfortunately, in the digital world, you're pretty much SOL on fixing it.

Add an AUNetReceive generator to the track in your audio application, add an AUNetSend filter to your FCP audio clip and hit play in FCP. You should see "AUNetSend" pop up in the AUNetReceive configuration dialog. Select it and your track should be receiving the audio from Final Cut Pro.

FCP's audio filters cannot repair major audio problems. Read that again if you didn't get it. If you have excess background sound, close the doors and windows, reposition your mics, put up sound blankets, switch shoot locations or do anything else possible because no audio process or filter is really going to do a great job at "fixing" that issue.
