Best cross-platform audio library for synchronizing audio ...

Portaudio is not as high-performance, but is much simpler for the user (no special configuration should be needed on their end, unlike jack). Most open source cross platform audio programs that I have used use portaudio (much moreso than openal), but unlike jack I have not used it personally.

I was always a little untrusting of OpenAL (mainly due to the fact it's not really "open", in any way whatsoever). And yeah, I remember Creative being a bit weird with it. I also remember installing it and using it being a bit weird (proprietary library/installers, and odd volume levels when in use) Portaudio is a really nice and simple api!

How does JACK compare to ... | JACK Audio Connection Kit

    https://jackaudio.org/faq/comparing_jack.html
It is mainly focused on hardware I/O rather than a general concept of ports and connections. The callback-style API used by both projects makes it relatively easy to port between the two (no pun intended), and there is a JACK backend for PortAudio so porting is not always necessary. https://stackoverflow.com/questions/10822694/openal-for-crossplatform-development
Windows was the biggest pain for OpenAL. In the end just install the original OpenAL SDK from creative. OpenAL does seem very choppy on Windows though. I get some popping and crackles now and then where on every other platform it is perfect. I might switch to OpenAL-soft for the windows distribution before release.
