You don't need to go down to 30 FPS, 59 is enough to sync the cutscene audio. Right-click on the desktop, Nvidia Control Panel -> 3D Settings -> Manage 3D Settings -> Program Settings -> Add -> pop2.exe -> Max Frame Rate -> 59 FPS. Essential Fixes & Controller Support.
