You can fix the audio stuttering by copying an upto date OpenAL32.dll file into the Psychonauts directory (replacing the existing), you'll probably already have an upto date OpenAL32.dll file in your Windows > System32 folder, have a look.

So far this has helped out my audio skipping issues with Life is Strange, Telltale games and Psychonauts. Those are the only games I've played with these issues. The rest runs better after a fresh reboot and without other programs open. In the case of Psychonauts, I ended up moving it to a slower external HDD and it fixed the audio skipping.
