I always thought you could only set 2 sample rates in pulseaudio. Nope. First of all you want to set default to 44.1 so there is no resampling for regular flacs and cds. Then set alternate to 48 to cover dvd quality. Then set "avoid resampling" to true. If you have a modern dac made in the last 5 years... it will have auto resolution switching.

48khz should show no problem, as no resample would be required. I have couple of 44k1hz files here, from ages, and most of them cause the resampling. Some top output: 745 1 pulse S < 4564 1.8 22.8 /usr/bin/pulseaudio --system --high-pr 745 1 pulse S < 4596 1.8 21.3 /usr/bin/pulseaudio --system --high-pr so not 30% but around 20-25.
